​Michael Lazar

MANAGING DIRECTOR​

Mr Lazar is the Managing Director of Acme Paving Consultants Pte Ltd. He graduated with a Masters Degree in Business Studies from the University of Ireland and has experience  in the field of concrete block design, production, paving and turnkey industry since 1983. He has undertaken many studies and research into the problems associated with concrete block production and paving in Asia. He is the inventor of "Reflective pavers and kerbs" for which United States and European patents were awarded . He has also invented and developed the "Innovative Paver System", which has a unique 'tongue and groove' mechanical locking system to improve concrete block paving performance. The United States and European patents were also awarded for this invention. A recent innovation entitled a Versatile Erosion Control System, Patent Pending No.: PCT/SG2012/000378 is a very versatile  invention that accordingly provides  a combination of two types of concrete block with a mechanical locking and locating device with the centre potion of the unit being hollow. Placed together continuosly a revetment type of semi-rigid structure is formed. Units can be manufactured in varying thicknesses, weight and sizes for optimum design to suit the desired applications. They can be installed to conform to the contours of river banks or other areas. The design of the blocks will remain the same regardless of the application, hence, its versatility.  Patent Application was filed for this system as well as for a "Reflective-mix markings for road surfaces" in 30 Patent Co-operation Treaty Countries.



He has written many papers on the subject of concrete block paving (refer to ​APPENDIX 5 ). Additionally, he was co-author of the 1st paper with John Emery "To seal or not to seal" presented at the fifth International Conference on Concrete Block Paving in Israel in 1996 and the final paper with John Emery title "An Innovative Paver System for Aircraft Pavements" at the 8th International Conference on Road and Airfield Pavement Technology 2013 held in Taiwan.

Mr Lazar was instrumental in proposing and setting-up the first fully automatic concrete block factory in Singapore and in the certification of ISO 9002 for G & W. His particular interest in paving systems was to introduce the total concept of concrete block paving in Singapore. The first upgrading project at Telok Blangah Housing Estate and Jurong Town Council Children's Playground are among the beneficiaries of such a concept.

Other innovative concepts proposed and implement are the permanent road markings with reflective pavers for Housing & Development Board at Punggol and Teban Gardens Housing Estates and many other carparks throughout Singapore. Reflective Directional Kerbs, jointly with the Land Transport Authority, Singapore, at Evans and Sungei Kadut/Kranji Road junction. The innovative paver system with mechanical interlock, (IPS) implemented jointly with PSA Corporation (Port of Singapore Authority), Infrastructure Maintenance Department at Brani Terminal, Singapore.

Mr Lazar has published several papers and also conducted studies and seminars on aspects of concrete block paving and was involved in the feasibility study of using municipal incinerated residues for the production of concrete blocks with the Ministry of the Environment and Nanyang Technological University.



Among some of the notable projects he was involved in are with the PSA Corporation (Singapore), Housing & Development Board (Singapore), Land Transport Authority (Singapore), Lands & Estates Organisation (Ministry of Defence) Singapore, and the Civil Aviation Authority of Singapore.



Some of the overseas projects undertaken were for, Chek Lap Kok Airport (Hong Kong), Tanjong Manis Airport (East Malaysia), Miri Airport (East Malaysia), Bintulu Airport (East Malaysia), Dewan Bandaraya (City Hall) Kuala Lumpur (West Malaysia), Putrajaya (West Malaysia) and both Airport and Highway Authorities in Chennai and New Delhi (India) on new or innovative concepts of design and construction and marking of road or pavement related works.



Overseas factory set-up with provision of technical, design, marketing, production and related services include countries such as, India, Hong Kong, Bangladesh and Malaysia.
